One entry per release wave — customer notes, internal ops notes, and the full engineering ticket index. GitHub tags are the source of truth.

This index renders releases.js — the manifest written by the /release-notes pipeline (GitHub tags → commit walk → Jira cross-reference) each release. Per-release pages are self-contained under releases/; deploying a new release means copying one page plus the updated manifest.
